Popularizing and implementing the Instruction.

Hai Duong Provincial Party's Standing Committee outlined Plan No 06/KH-TU dated May 30, 2001 on implementing Instruction No 58/CT-TW, organized meetings for popularizing Instruction No 58/CT-TW and Plan No 06/KH-TU to the Party's Committees at grassroots levels. The Party's Committees of districts and City already planed programs for implementing Instruction No 58/CT-TW and Plan No 06/KH-TU. The Provincial Party's Standing Committee issued Announcement No 50/TB-TU dated April 01, 2001 on IT scientific research and development.

Project ''Hai Duong province's IT development in 2001-2005'' was built as a part of the Program ''Raising Human resource quality''. The Provincial Party's Committee has guided the construction and implementation of projects of IT application and development in Party's organizations, State management offices and other sectors, departments.

Hai Duong province has established an IT steering committee and Management Board of Project 47 in order to support the Party's Standing Committee to implement IT application and development in Party's organizations and offices; established Project 112 Executive Board to support the provincial People's Committee to carry out the tasks of IT application and development in the province's Administrative Offices and Services. Several IT centers have been also established for managing network and applying IT in the whole province.

The awareness of officers, civil servants and people are also raised through the publicizing activities for IT application and development, creating favourable conditions for IT application and development.
