As implementing Resolution No 23 of the Provincial Party Committee on ''Making Hai Duong City wealthy, prosperous, civilized'', from 2003, Hai Duong City has urbanized with a very high speed, as a leap in construction, upgrading of many public and civil works.

Recently, total investment for infrastructure of Hai Duong City has been increased. In the last 5 year, that is 3,000 billion VND, average increase rate is 26.6%/year. Only in 2005, total investment is 1,039 billion VND, 3 times as high as it in 2000. The widening of the City, upgrading and building a series of works have made a big change for the City. Following are some typical works: Western and Eastern Urban areas, Ha Hai ecological tourism area, the upgrading of western and eastern road systems and a number of roads such as Khuc Thua Du, Chuong Duong, Bui Thi Xuan, Tran Hung Dao, Pham Ngu Lao, Hong Quang, Nguyen Du, Thong Nhat, Dien Bien Phu... Inter-commune and inter-ward roads  are also asphalted and concreted, Bear lake, T2 canal, Bach Dang river and lake are embanked, sewage system and other public works are upgraded, so are clean water system, green trees along roads, schools, Bach Dang park... Hai Duong City has also cleared a number of complicated areas.

In Hai Duong City, there are many high buildings with beautiful and modern architecture. Many urban centers, industrial zones, ecological tourism areas have been built. Especially the Western Urban area with total area of 434.19 hectares lies in the main axis of 54-meter and 56-meter roads, creating more accommodations for more and more population, pushing up the City's urbanization, supporting on-going projects of Hai Duong City. In the urban area, Central Square, Hoi Do marketing street, 25-storey building, multi-purpose center have been completed basically. Dao Ngoc ecological tourism area with total estimated investment of more than 2,000 billion VND has been under construction.

The 78-ha Eastern Urban area lies next to Ha Hai service and ecological tourism area. The urban area in the north of Thanh Nien street has 13.29 hectares in area. Plans for industrial zones are also completed.
